Welcome to the Human Resources Department
There are many benefits associated with a position with the Lynn Public Schools. Among others, we offer:
Health, Life and Dental Insurance, Retirement Options, Annuities, Direct Deposit,
Credit Union and an Employee Assistance Program
New employees have thirty days in which to enroll for health, dental and life insurance. If you choose not to enroll within the first thirty days, employees must wait for open enrollment, which occurs in June each year. The Personnel Office notifies all employees about the exact dates of open enrollment.
The School Department offers Harvard Pilgrim health insurance plans. The department contributes 75% of the premium and the employee 25%. There is no employer contribution for the Altus Dental Insurance plan.
Detailed information about the rates and payroll deductions and other benefits are available in the School Department Personnel Office.

The Lynn School Department strives to fill open positions with the most capable and experienced individuals. How vacancies are posted depends on the type of position. Various procedures are stated below. With few exceptions, the Superintendent is the appointing authority for positions.

Lynn School Job Application Guidelines
Administrative: Vacancy announcements for administrative opportunities are posted throughout the School Department. Typically, applicants have thirty days to submit their letters of application, resumes, certifications and references to the personnel office.
Teacher Vacancies: The school personnel department maintains a resume bank of teacher applications, including their certification areas and levels. As vacancies occur, principals and directors access this resource to interview and recommend qualified teaching applicants to the Superintendent. Teacher applicants must submit a resume, copy of their license(s) and official college transcript(s) to the personnel office to apply for positions.
Substitute Teachers: All substitute teachers must have formally applied for substitute teaching positions through the personnel office and be processed for a CORI . Applicants for substitute teaching positions must have completed a minimum of two years of college.
Teacher Aides | Lunch Aides: Applicants may complete the necessary paperwork for these positions in the personnel office. Subsequently, they will be placed on a day to day-on call list for substitute assignments. Employment is contingent on a criminal background investigation.
Civil Service Positions: Many of the School department's positions are classified as Civil Service. Hiring and promotion practices for these positions are mandated by Massachusetts General Laws, Chapter 31. See Massachusetts Division of Human Resources
Labor Service positions do not require an exam as part of the application process. Initially, individuals register for Labor Service positions at the Lynn City Hall personnel Department. Registrations remain active for five years.
As Labor Service vacancies occur within the School Department, the School Personnel Office requisitions City Hall for applicants.

PERFORMANCE RESPONSIBILITIES:

Assist the administrator in the implementation of all D.O.E. and IDEA regulations related to special education services and procedural policies.

Recommends policies, program, and placement essential to the needs of students with handicaps.

Keeps informed of all legal requirements governing special education and works with support staff to keep them abreast of changes in the law.

Along with the administrator will be responsible to oversee and supervise all special education programming and staff in each professional learning community.

Supervise and direct all special education personnel in their level.

Develop and initiate programs for continued identification of students with specialneeds.

Strengthen procedures for referral, re-evaluation, and securing reports from specialists within D.O.E. timelines.

Assists in the development of IEPs and services for children.

Provides conflict resolution to IEPs and team process and actively works with chairpersons and Program Specialists to resolve issues with rejected IEPs.

Works with the Special Education Staff to maintain all data within the community, including class enrollments, student/teacher ratios, prepares/plans all movements of students and all functions particular to the Internal Monitoring System Report at their appropriate level.

Along with the administrator, assumes responsibility for complying, maintaining, and filing all reports and records legally required.

Participates in the evaluation process of personnel which will be determined.

Works with the administration to evaluate on an ongoing basis the total special education program, curriculum, procedures and the needs of students and makes programmatic recommendations regarding transitions.

Evaluates special education staff in collaboration with the building principal, coordinators, and department heads.

Aides the administrator pursuing state and federal grants, budget preparation,and state and federal audits.

Participates in recruitment and hiring certified professionals in collaboration with the Personnel Department.

Consults with the Coordinator of Special Education services regarding attorney requests in dealing with a child's IEP.

Works with the Administrator in preparing cases for mediation and hearing.

Along with the Administrator, will guide, supervise, and direct all Special Education Staff in an attempt to assure compliance to process, service delivery, and conflict resolution.

Along with the Administrator will meet regularly with the parent advisory groups, community interest groups, and local support agencies, including DMR, DSS, DYS, DMH, and GLCMHS in efforts to develop programs to service the needs of children with Special Education needs.

Will work with the Administrator and the Program Specialists to assure that specialized modifications of teaching approaches and curriculum in our special education classes are the same and consistent with the prescribed curriculum for non-disabled students in the general education environments.

Will actively develop and pursue all programs that will ensure the education of a child with special needs in the least restrictive environment.

Will develop staff development programs to deal with state and federal laws, IEP process and development, team process, conflict resolution, and transition planning.

Will participate in all ongoing supervisory meetings and informational meetings involving the special education department.

PERFORMANCE RESPONSIBILITIES:
- Leads school-based leadership team and Innovation School Advisory Council in defining short and long term goals and objectives as part of the school Innovation Plan
- Works closely with Innovation School outside partners to achieve the vision and mission of the Innovation School Plan.
- Monitors, coordinates, and organizes the total educational program at the school level according to autonomies and flexible areas as outlined in the Innovation Plan.
- Reports on and recommends improvements in the school’s administrative, instructional and support programs, needs and services on a continuous basis.
- Utilizes data management systems such as Test Wiz and Data Warehouse to collect, analyze and interpret data which focus on progress in student achievement and other Measurable Annual Goals (MAGS)
- Responsible for the implementation of all School Committee policies and regulations within his/her area of responsibility.
- Provides leadership in the development and implementation of Innovation School curriculum
- Responsible for school-level performance, improvement mapping, and School Improvement Planning
- Promotes Innovation Plan autonomies and flexible area initiatives in the area of curriculum, instruction and professional development
- Implements appropriate assessment systems and utilizes performance data to guide decision making
- Assists the Deputy Superintendent in the preparation and implementation of the Innovation School budget and organization
- Allocates materials, equipment, and space to accomplish instructional goals at his/her school in accordance with district policy, program requirements, and Innovation Plan.
- Prepares reports and recommendations as requested by the district, and completes all reporting on Innovation Plan, including Measurable Annual Goals (MAGS)
- Advises the Superintendent and Deputy Superintendent on matters concerning negotiations and administration of collective bargaining agreements, including any separate agreements established as part of the Innovation School initiative
- Monitors the implementation of all aspects of Mass. Education Reform, including Department of Elementary and Secondary Education regulations, specifically those associated with Innovation Schools.
- Collaborates with principals and central office administrators in the audit programs such as EQA and Coordinated Program Review
- Supervises and evaluates all professional, paraprofessional, and administrative personnel with his/her area of responsibility
- Recommends to the Deputy Superintendent the hiring, assignment, retention, promotion, tenure and dismissal of staff within his/her area of responsibility, and in keeping with NCLB highly qualified statute and state licensure regulations
- Establishes communication with the school community, specifically the School Council and Innovation School Advisory Council for the purpose of assessing needs and increasing community awareness
- Explains school instructional policies, procedures, and achievements to the school community
- Acts as liaison between the school and the community, interpreting activities and policies of the school/district and encouraging community participation in school life
- Performs any other tasks and responsibilities as assigned by the Superintendent and/or Deputy Superintendent

- Five years of successful teaching experience at the elementary level in an urban environment
- Three to five years successful administrative and/or supervisory experience preferred
- Master’s degree from an accredited institution in the area of Education

PERFORMANCE RESPONSIBILITIES:
- Leads school-based leadership team in defining short and long term goals and objectives as part of the school redesign
- Monitors, coordinates, and organizes the total educational program at the school level
- Reports on and recommends improvements in the school’s administrative, instructional and support programs, needs and services on a continuous basis
- Utilizes data management systems such as Test Wiz and Data Warehouse to collect, analyze and interpret data which focus on progress in student achievement
- Responsible for the implementation of all School Committee policies and regulations within his/her area of responsibility
- Provides leadership in the development and implementation of district curriculum
- Responsible for school-level performance, improvement mapping, and School Improvement Planning
- Promotes district-wide goals and initiatives in the area of curriculum, instruction and professional development
- Implements appropriate assessment systems and utilizes performance data to guide decision making
- Assists the Deputy Superintendent in the preparation and implementation of the school budget and organization
- Allocates materials, equipment, and space to accomplish instructional goals at his/her school in accordance with district policy and program requirements
- Prepares reports and recommendations as requested
- Advises the Superintendent and Deputy Superintendent on matters concerning negotiations and administration of collective bargaining agreements
- Monitors the implementation of all aspects of Mass. Education Reform, including Department of Elementary and Secondary Education regulations
- Collaborates with principals and central office administrators in the audit programs such as EQA and Coordinated Program Review
- Supervises and evaluates all professional, paraprofessional, and administrative personnel with his/her area of responsibility
- Works with the Superintendent and her senior leadership team to redesign the school, dependent upon federal and state improvement status
- Recommends to the Deputy Superintendent the hiring, assignment, retention, promotion, tenure and dismissal of staff within his/her area of responsibility, and in keeping with NCLB highly qualified statute and state licensure regulations
- Establishes communication with the school community for the purpose of assessing needs and increasing community awareness
- Explains school instructional policies, procedures, and achievements to the school community
- Acts as liaison between the school and the community, interpreting activities and policies of the school/district and encouraging community participation in school life
