Welcome to the Special Education Department

The Lynn Special Education Department's philosophy is to provide quality educational services geared to the individual needs of our students. Our goal is to maximize the intellectual, social, emotional, and physical potential of our special learners in a safe, nurturing and least restrictive environment. We foster respect and appreciation for cultural diversity through collaboration of staff, students, families, and the community and our policies are consistent with the Federal and State special education guidelines.

Today there are approximately 2,300 students in the Lynn Public Schools receiving services via Individualized Education Plans (IEP). To meet their needs, the district employs over 300 special education teachers, therapists and paraprofessionals.

We provide a continuum of programs and services to meet the individual special needs of our students while providing access to the Massachusetts Curriculum Frameworks. The District provides programming for each of the elements of the IEP for students from 3 to 22 years of age.

The Special Education Department approaches the challenges of educating students identified with disabilities with a passion for their fundamental rights. We provide an equitable, quality education so that our students may take their rightful place in the world.

Dear Families,

During the week of March 29, 2021, the Department of Elementary and Secondary Education’s Office of Public School Monitoring (PSM) will conduct a Tiered Focused Monitoring Review of the Lynn Public School District. The Office of Public School Monitoring visits each district and charter school every three years to monitor compliance with federal and state special education and civil rights regulations. Areas of review related to special education include student assessments, determination of eligibility, the Individualized Education Program (IEP) Team process, and IEP development and implementation. Areas of review related to civil rights include bullying, student discipline, physical restraint, and equal access to school programs for all students.

Parent outreach is an important part of the review process. The review chairperson from the Office of Public School Monitoring will send all parents of students with disabilities an online survey that focuses on key areas of their child’s special education program. Survey results will contribute to the development of a report. During the review, the Office of Public School Monitoring will interview the chairperson of the district’s Special Education Parent Advisory Council (SEPAC). Other activities may include interviews of school staff and administrators, reviews of student records, and observations.

Parents and other individuals may email Dee Wyatt, Public School Monitoring Chairperson, at Dee.Wyatt@mass.gov to request a telephone interview. If an individual requires an accommodation, such as translation, to participate in an interview, the Department will make the necessary arrangements.

Within approximately 60 business days after the review, the chairperson will provide the Lynn Public School District with a report with information about areas in which the district meets or exceeds regulatory requirements and areas in which the district requires assistance to correct or improve practices. Welcome to the Special Education Parent Advisory Council

The Lynn Parent Advisory Council (PAC) is comprised of parents who have children who receive special education services within the Lynn Public Schools. They serve as an advisory to the Special Education Dept. PAC meets with the Administrator of Special Education to discuss programs, parent concerns and current special education laws. They also assist parents in learning their rights and responsibilities within these laws.

The PAC meetings are held the first Monday of every month during the school year. If the first Monday of the month is a holiday the meeting will be held the following Monday. There are no meetings in July, August and September. When school is cancel for snow emergency, the meeting will be cancel. Elections are held on the month of June.

All parents and interested parties are encouraged to attend and benefit from guest speakers in the medical and special education field.
