Dear Lynn Public Schools Community,
As I shared with you in my previous letter on February 11th, the Lynn School Committee voted to transition to giving all staff and students the choice of whether or not to wear a mask in school buildings beginning this upcoming Monday, March 14th, 2022. This policy, in response to the lifting of the statewide mask mandate, has the unanimous support of both state and local health officials. Additionally, on March 3rd, the Lynn School Committee voted to allow the choice of whether or not to wear a mask on the school bus in alignment with recent guidance by the Center for Disease Control.
Please note that students and staff will still be required to wear a mask:
- if they are symptomatic at school
- in the school nurse's office
- upon return to school from isolation or quarantine for days 6-10
It is strongly recommended that all unvaccinated individuals continue to wear a mask while in school.
I want to emphasize that this policy is designed to allow students and their families, as well as staff, to make the choice they are most comfortable with under the current public health conditions. As a community, we will respect the choices of each individual. We encourage you to talk with your student about this choice and make the one that is best for your family. We anticipate that some students will still wear masks, and others will not. Some students may feel nervousness about not wearing a mask, and some may feel relief. Each response is valid and will be supported in each school community. I remain encouraged that the public health conditions have continued to improve and have allowed us to support this shift in policy. Please reach out to your child's teacher or principal with any questions you have, or anything you would like us to know about your family's decision.
Throughout the pandemic, I have been inspired by and grateful for the consistent cooperation of students, families, and staff--all of us brought together in the common goal of keeping the community safe while ensuring teaching and learning continues. That goal has not changed. I am confident that with this policy, along with the other safety measures that will remain in place, we will meet this goal.

Como compartí con ustedes en mi carta anterior el 11 de febrero, el Comité Escolar de Lynn votó a favor de la transición para dar a todo el personal y los estudiantes la opción de usar o no una mascarilla en los edificios escolares a partir de este próximo lunes, 14 de marzo del 2022. Esta política, en respuesta al levantamiento del mandato sobre el uso de una mascarilla en todo el estado, tiene el apoyo unánime de los funcionarios de salud estatales y locales. Además, el 3 de marzo, el Comité Escolar de Lynn votó para permitir la opción de usar o no una mascarilla en el autobús escolar en la alineación con la reciente orientación por el Centro de Control de Enfermedades.

Dear Lynn Public Schools Community,
Governor Baker and Commissioner of Education, Jeff Riley, announced that the statewide mask mandate will not be renewed when it expires on Monday, February 28, 2022. It was further communicated that mask policies in schools will be made at the local level by individual school districts. At its regular meeting on Thursday, February 10th, the Lynn School Committee voted to transition to giving all staff and students the choice of whether or not to wear a mask in school buildings beginning March 14, 2022.
Since the beginning of the pandemic, we have closely followed state health policy and the direction of local health authorities. The decision to give staff and students the choice of whether or not to wear a mask in school buildings beginning March 14th is supported unanimously by state health officials and local health authorities alike for the following reasons:
- A sharp decrease in the number of positive COVID-19 cases in our schools and broader community (see the LPS COVID Dashboard).
- The strong percentages of COVID vaccinated Lynn youth between the ages of 12-19 and the notable increase in the number of Lynn youth between the ages of 5-11 (See this dashboard for updated vaccination rates).
- The ongoing, frequent availability of vaccine clinics in our schools.
- A significant decrease in positive cases detected in our routine COVID safety check, also known as pool testing.
- The recent addition of the weekly at home testing program available to all students and staff. (Families and staff can still opt in here).
The shift on March 14th will still require mask wearing in particular spaces and under certain circumstances. Students and staff will still be required to wear a mask:
- On all buses per federal order
- If an individual is symptomatic at school
- While visiting or working in the school nurse’s office
- Upon return to school from isolation or quarantine for days 6-10
Further, it is strongly recommended that all unvaccinated individuals continue to wear a mask while in school.
We began this school year with a layered approach to health and safety in our schools and we remain committed to it. Cleaning and sanitizing will continue in earnest. We will continue the emphasis on hand hygiene and staying home when not well. Ventilation systems and fresh airflow are being monitored and evaluated. Additionally, routine COVID safety checks, also known as pool testing, will remain in place at the elementary level.
I am encouraged that the conditions have given us the opportunity to allow choice with mask wearing. I know how challenging this year has been and I remain deeply appreciative of your support and patience.

Además, se comunicó que las políticas de mascarillas en las escuelas se harán a nivel local por los distritos escolares individuales. Dear parent/caregiver:
At Lynn Public Schools, keeping your children safe and in school is our top priority. We are writing to let you know, in accordance with the Department of Elementary and Secondary Education (DESE) and the Department of Public Health (DPH), our district is updating our COVID-19 Testing Program. We are opting into an at-home testing program that will increase testing of our participating students and staff, regardless of vaccination status. For more information about this update to the statewide testing program, please click here. The at-home testing option will begin within a month. In addition to this new at-home antigen test option, we will continue with symptomatic testing for all students and staff and routine COVID safety checks at the elementary level. As part of this shift in the program, we are discontinuing Test and Stay and contact tracing for in-school close contacts. This means that if your child is a potential contact in school, they may continue to come to school and do not have to quarantine. This new at-home testing opportunity is voluntary and only those who opt-in will receive tests. We strongly encourage you to fill out the form by January 27th to opt-in. If you have questions, please contact your school’s nurse. If you need assistance completing the opt-in form, please contact the Lynn Board of Health at 781 586-6722.

COVID RECOVERY PLAN
Lynn Public Schools Elementary and Secondary School Emergency Relief (ESSER III) Allocation Plan
Overview
The American Rescue Plan (ARP) Act of 2021, Public Law 117-2, was enacted on March 11, 2021. The ARP Act provides additional funding for school districts to respond to the COVID-19 pandemic. The Education portion of ARP is known as the Elementary and Secondary School Emergency Relief (ESSER III or ARP ESSER) Fund. The purpose of the ESSER III fund is to support the safe reopening and sustaining safe operations of schools while meeting students' academic, social, emotional, and mental health needs resulting from the COVID-19 pandemic.
The Lynn Public Schools received an allocation of $42,106,523 to be spent through August 2024. Therefore, this will be a multi-year plan for anticipated activities. A full scope of requirements can be found here: https://www.doe.mass.edu/federalgrants/esser/
Context
The Lynn Public Schools (LPS) is the Commonwealth’s fifth largest district, serving 16,317 scholars. Our 25 schools service a wonderfully racially and linguistically diverse student population. Our diversity is a point of pride. Our student population is 66 percent Latino, 16 percent white, 11 percent black, and 8 percent Asian. In addition, 30 percent of our students are English learners, 17 percent are students with disabilities, and 58 percent are low-income.
The district has a fully enforceable strategic plan in place and has worked diligently to move forward in achieving each of the four objectives therein. The unfortunate experience of the global pandemic has exacerbated many of the challenges the strategic plan was designed to address. Fortunately, with the Student Opportunity Act (SOA), state law designed to provide seven years of increased funding to address longstanding disparities in performance among students of color, English learners, and students with disabilities. With the increased funding the district proposed four areas of focus:
- Better accommodating and responding to the social emotional needs of students
- Improving special education supports by deepening the existing inclusion model, reducing caseloads and the provision of ongoing professional development particularly on Universal Design for Learning.
- Improving services for ELs by building on the existing inclusion model, expanding social and emotional supports at the secondary level, maintaining EL student to English as a Second Language (ESL) teacher ratios (given projected increases), and the provision of focused, district-wide professional development.
- Creating additional opportunities for enrichment for students, while also creating common planning time for teachers at the elementary level.
These areas of focus will continue to be supported by SOA funding. ESSER III funding can enhance these areas of focus and other critical areas of need caused or worsened by the pandemic.
